
The PAE, or Annual Student Program, refers to the official list of teaching units that a student follows during an academic year in higher education in the Wallonia-Brussels Federation. This document, framed by the Landscape decree, replaces the old system of fixed study years with an individualized path based on credits. Each PAE commits the student to the assessments they will present and conditions their progression in the cycle.
Credits earned and funding thresholds: the mechanism that conditions the PAE
Before composing a PAE, it is essential to understand the logic of credits. A bachelor’s cycle totals 180 credits divided into three blocks. Block 1 includes the first 60 credits, common to all first-time registrants.
The decree of December 2, 2021, amended on July 20, 2022, imposes a strict framework. A student has a maximum of two years to earn the 60 credits of block 1. If no credits are earned after the first registration, reorientation becomes mandatory. If after two registrations the student does not reach certain benchmarks (for example, 50 credits from block 1), they risk losing their funding eligibility, even with a reasonably loaded PAE.
Funding eligibility determines the right to enroll in a subsidized institution. A non-fundable student may be denied re-registration. This is why the composition of the PAE is not just a simple choice of courses, but a strategic act related to the continuation of studies.
To understand the student PAE in all its dimensions, it is important to keep in mind that each validated or unvalidated credit modifies the options available the following year.

PAE based on the number of credits earned: what real margin for maneuver
The content of the PAE varies significantly depending on the academic situation. The main scenarios are as follows:
- Student with less than 30 credits earned in block 1: the PAE is limited to the unvalidated units of block 1, possibly supplemented by remediation activities. No courses from the subsequent program can be added.
- Student with 30 to 44 credits earned: the PAE must include the unvalidated courses from block 1, but can go up to 60 credits by integrating units from the next block, provided that prerequisites are respected and the jury’s approval is obtained.
- Student with 45 credits or more: considered “in the cycle,” the student composes a more flexible PAE, which can include units from higher blocks. The annual load generally ranges between 60 and 75 credits.
This graduation explains why two students enrolled in the same program can have radically different PAEs. The number of credits earned determines the scope of the PAE, not the calendar year of enrollment.
The trap of an overloaded PAE
After a partial failure, the temptation is to pile on as many credits as possible to catch up. This strategy often backfires on the student. An overly heavy PAE increases the risk of multiple failures, which degrades funding eligibility in the following cycle.
In practice, a realistic PAE better protects funding eligibility than a failed ambitious PAE. Success support services recommend calibrating the load based on the actual time available, taking into account any student job or family obligations.
Reorientation and new enrollment: rebuilding a PAE without losing rights
The decree amended in 2022 provides for a reorientation mechanism that grants additional registrations under certain conditions. A student who changes fields does not start from scratch in terms of funding eligibility: credits earned in the old program can be subject to recognition or exemption, reducing the load of the new PAE.
This system changes the strategy. Instead of clinging to a program where results stagnate, it may be wiser to rebuild a PAE in a new field. Transferable credits lighten block 1, making it easier to reach benchmarks within the imposed timeframe.

Deadlines and validation of the PAE
The composition of the PAE is done online, usually through the university portal, before the end of September. After this date, composition is no longer possible. Modifications are allowed until the end of October in most institutions, after which the PAE is locked for the year.
The jury or academic advisor validates the proposed PAE. In case of disagreement (load deemed inappropriate, prerequisites not met), the student is invited to revise their submission. Not composing their PAE on time is equivalent to not being registered for exams.
Tutoring and support to optimize one’s university PAE
Several institutions deploy tutoring systems where advanced students assist first-time registrants in composing their program. This pairing helps decode prerequisites, identify units known to be demanding, and build a coherent timetable.
The social services of universities also intervene. A student in financial difficulty can request a PAE reduction, which decreases the annual credit load without immediate consequences on funding eligibility, provided that benchmarks are respected within the total allowed duration.
